Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from various governments. Immense energy is allocated on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons flew past – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Following this, a heavy machine gun fired at a aerial vehicle close by, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington works based on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is impossible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from believing that the status quo will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
