The Former President's Progressive Alarm Overlooks The Continent's True Danger: Technological Stagnation.

The recent US security policy document offers a misguided view of Europe. The document asserts that open-border policies and so-called "woke" agendas represent an existential risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the reality. The actual danger confronting the EU is not cultural but technological and economic lag.

A Glaring Growth Gap Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output surged by eighty-seven percent, while a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Today, about half of the global top fifty tech companies are American, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

This widening disparity is driven by stronger efficiency gains in the US, largely due to technological innovation and better use of resources. The landscape of global tech leadership is decidedly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus only fourteen in Europe.

This gap raises a vital issue: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts agree it is largely a two-horse race involving the US and China, with European nations entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of major reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. The EU has yet to establish a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper European business. A US startup can introduce a service under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is split among 27 different national systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to advance substantial change. Notable analyses on European competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

Europe still possesses considerable advantages: high-quality human capital, top-tier schools and universities, and world-class research institutions. Alongside a vast domestic consumer base and substantial household savings, these foundations could trigger a surge of venture creation.

Importantly, even if Europe does not become the leader in creating next-generation tech, it can still significantly increase economic output by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. However, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of world influence.
